This list concerns the passage of heavy and (or) abnormal goods vehicles on public roads on the basis of diagnostics of motorways, taking into account the proposals of the Republican Unitary Enterprises on highways. The list is intended to provide the weight and dimensional control on the roads and the issuance of special permits for heavy and (or) abnormal goods vehicles.to travel by the motorways. The bearing capacity of pavements of the Republican roads being 6 tons, 10 tons and 11.5 tons per axle as of 01.01.2017 year is distributed as follows: - 6 tons - 1826 km; - 10 tons - 12,099 km; - 11.5 tons - 1992 km.
The total list of roads with a bearing capacity of 6.10 and 11.5 tons per axle on national highways is presented in the form of the following map.
RATES OF TOLLS LEVIED FOR PASSING THE FOREIGN STATES’ VEHICLES BY THE PUBLIC ROADS OF THE REPUBLIC OF BELARUS (The wording of Law N 432-З of the Republic of Belarus dated 18.10.2016)
TERMS FOR HEAVY GOODS VEHICLES (HGV) AND VEHICLES TRANSPORTING THE ABNORMAL GOODS BY THE MOTORWAYS The toll rates for exceeding the above-mentioned vehicles the permissible total weight of the vehicle by more than 2% are set at the rate USD 0.03 per every complete exceeded ton per 1 km of distance & USD 0.01 for incomplete exceeded ton per kilometer. The tolls payable for exceeding permitted weights per single, tandem & triple axles of the vehicle are indicated in the following table:
Tolls for exceeding permitted axle weight per every adjacent axle of a vehicle, if there are more than three axles fitted with single and twin tires, as well as for the vehicles having four and more single and twin tires on the axle, when the distance between the wheels is over 0,7 m, and if there are 6 and more tires on the axle when the distance between them is less than 0,7 m., are the following

The tolls rates for passing the HGV and vehicles transporting abnormal loads by the motorways with excess of permitted total weight and (or) permitted axle mass while issuing special multiple authorizations for dump trucks transporting bulk cargo and concrete mixes, for concrete mixers, transporting concrete mixtures, two-axle mobile cranes, trucks transporting wood chips, short log trucks, vehicles transporting the assortment and timber lorries are the following:
The fees for the heavy goods vehicles or vehicle transporting abnormal load driving by the motorways without special authorization or with infringement of prescribed route.
If the transport is carried out by the heavy goods vehicle or vehicle transporting abnormal load without special authorization the fees amount is levied for the distance traveled and when the driver possess the a/m authorization but doesn’t observe the prescribed route the fees are levied for the section traveled along the wrong way. The fees for the heavy goods vehicles driving by the motorways during the seasonal restrictions of the vehicle total weight and the weight per axle, which are introduced due to the adverse weather conditions, are calculated on the basis of the weights fixed for the current season. The fees charged for the heavy goods vehicles and/or vehicle transporting abnormal loads if such vehicles are leased or rented in the Republic of Belarus (with the foreign number plates of the truck), are calculated in the same manner as for the vehicles registered in the Republic of Belarus. The fees for the heavy goods vehicle and/or vehicle transporting abnormal loads are charged depending on how much the this vehicle exceeds the permitted weights, axle loads, dimensions as well as these fees depend on the distance traveled by the route of transportation and are calculated according to the following formula: nП = (Cm * АМ + Cmн) * S * K + + SUM Cj * S * K + 1 + (Сш + Св + Сд + Сдн + Свг + Свгн) * S * K где А – a Greek letter “delta” П – duties charged for the vehicle journey; Cm – rate of duties charged for excess of permitted total weight of the vehicle by 1 ton; АМ – excess of permitted total weight of the vehicle ; Cmн - rate of duties charged for excess of permitted total weight of the vehicle by a part of a ton; n – a number of the vehicle axles; Сj – rate of duties charged for excess of permitted weight of single, tandem or triple axles, and if it is fitted wit more than 3 adjacent axles; S – a length of the route; Сш, Св, Сд, Сдн, Свг, Свгн – rate of duties for the exceeding the vehicle permitted width, high, length (of 1 meter or of its part), the load overhang (of 1 meter or of its part); К – increasing coefficient if driving by the motorways without the special authorization or if the driver does not observe the prescribed route: К = 1,0 – if there is no any infringement; К = 1,5 – increasing the fees amount by 50%; К = 2,0 - increasing the fees amount by 100%; К = 3,0 - increasing the fees amount by 200%. VETERINARY & PHYTOSANITARY CONTROL According to item 18 of Decree on quarantine of plants in the Republic of Belarus, which was approved by resolution of Council of Ministers of the Republic of Belarus Nr. 509 dated 29.07.1993, import of seeds, plants & phytogenous production (further – quarantine production) into Republic of Belarus from foreign countries is permitted in the presence of following documents: - import quarantine authorization, issued by State inspection on quarantine of plants and it’s departments in regions; - phytosanitary certificate, issued by state authorities on quarantine and plant protection of country-exporter. List of quarantine production, as well as conditions of its putting under customs procedure when importing & transit on the territory of the Republic of Belarus, were approved by resolution of State Customs Committee & Ministry of agriculture & foodstuffs Nr. 54/19 dated 05.07.2002. On the basis of above-listed documents, as well as Rules on outer quarantine of plants in the Republic of Belarus, quarantine production is a subject of primary phytosanitary control on the border points when importing to the territory of the Republic of Belarus. At the same time, state service on phytosanitary control does not levy payment from international transport operators. Quarantine production, which enter the territory of the Republic of Belarus, is subject to repeated quarantine control & laboratory examination.
