The new rates for the use of toll roads, effective from 01.08.2013

The Ministry of Transport and Communications of the Republic of Belarus has established the rates for using the toll roads in Belarus. These rates are specified in the Regulation № 21 dated June 17, 2013 of the Ministry of Transport and Communications of the Republic of Belarus “On some issues of charging for the passage of vehicles on toll roads of the Republic of Belarus", officially published on July 30, 2013. The rate to calculate the fare for the passenger cars is set at 0.04 EUR/ km, for the vehicles with a technically permissible total weight of over 3.5 t. with 2 axles - 0.08 EUR / km, with 3 axles - 0.10 EUR / km, with four or more axles - 0,12 EUR / km.

According to the Regulation, the charge rate in a larger amount for the car drivers in the case of partial payment will be EUR 50 and EUR 100 in the case of non-payment, at the same time for drivers of the vehicles with a permissible total weight of more than 3.5 t. this charge rate will be EUR 130 in the case of partial payment and EUR 260 in the case of non-payment.

The term of transferring by the issuer of fuel card to accounts of "Belavtostrada" State Institution the funds from payment for the passage of vehicles on the toll roads in the postpaid, prepaid mode, as well as in the mode of hypothecation value of electronic payment devices (the On-Board Units – OBUs) paid by fuel cards, should not exceed 45 calendar days. At the same time the term of issuing the accounts by the "Belavtostrada" State Institution to the fuel card issuer must not exceed one calendar month and be a minimum of three working days.

In addition, the Regulation №22 of the Ministry of Transport and Communications of the Republic of Belarus "On establishing the minimum amount of the prepayment and maximum amount of the remaining prepayment funds for the contracts on using toll roads of the Republic of Belarus in the mode of prepayment" dated June 17, 2013 set the minimum prepayment amount - EUR 25 and a maximum of the prepayment balance amounting EUR 350, these amounts apply to all contracts for the Republic of Belarus’s toll roads to be used in the mode of prepayment.

The Regulations № 21 and №r 22 come into force on August 1, 2013, when the Belarus will start commercial operation of the BelToll system and collection of tolls (www.beltoll.by).

It is to be noted that in total 815 km of the highways of the Republic of Belarus will be the toll roads. In the first step this concerns the entire extent of the M-1/E30 Brest (Kozlovichi) - Minsk - Russian border (Redki), as well as individual sections of the M-2 Minsk - Minsk National Airport, M-3, Minsk - Vitebsk, M-4 Minsk - Mogilev, M-5/E 271 Minsk - Gomel and M-6 / E 28 Minsk - Grodno - the border of Poland (Bruzgi).

In accordance with the Regulation № 426 dated September 27, 2012 the vehicles registered in the territory of the Customs Union with the technically permissible total weight not exceeding 3.5 t are exempt from tolls. The mopeds and motorcycles registered in Belarus, wheeled tractors and self-propelled machinery, vehicles used with the operational purposes, as well as those used to ensure the defense and law enforcement may travel free of charge. It is not necessary to pay for the drivers of minibuses, used for urban transport of passengers, vehicles used for the provision of medical care, emergencies elimination or transport of humanitarian aid to the population of Belarus and other countries.
