On introduction of the temporary restrictions of the axle loads of the motor vehicles and self-propelled vehicles driving by the Republican public roads in 2013

In accordance with the Decree № 4 of the Ministry of Transport and Communications of the Republic of Belarus dated 25.02.2013 the provisional restrictions of the load on the vehicle single axle, ranging from 6 t. up to 9 t., are introduced for the period from 25.03.2013 up to 25.04.2013 (hereinafter called spring time restrictions). Furthermore, this document has established the maximum sums of the adjacent axles mass of the vehicles for the above-mentioned period (according to the Annex).

However, the enforcement measures on the observance of the above-mentioned Decree were not been applied from 25.03.2013 up to 01.04.2013. The rigorous application of these measures began as of 01.04.2013 only.

At the same time the spring-time restrictions from 25.03.2013 up to 25.04.2013 are not applied to the following roads:

    1. The Republican motorways:
  • M-4 Minsk – Mogilev;
  • М-6/Е 28 Minsk – Grodno – Republic of Poland border (Bruzgi);
  • М-7/Е28 Minsk – Oshmyany – the Lithuanian Republic border (Kamenny Log);
  • М-8/Е 95 the Russian Federation border (Ezerische) – Vitebsk – Gomel – the Ukrainian border (Novaya Gouta)
  • М-9 The Minsk ring road;
  • М-11 /Е 85 Lithuanian Republic border (Benyakony) – Lida – Slonim – Byten’;
  • М-12/Е 85 Kobrin – Ukrainian border (Mokrany);
  • Р-1 Minsk – Dzerzhinsk;
  • Р-49 Dymovschina (from the Р-20) – Shapury (up to до M8/E95);
  • P-52 Gosa (from P-45) – Ostrovets – Oshmyany;
  • Р-131 Kalinkovichi – Mozyr (up to до Р-31);
  • Р-150 Khoutor (from the Gomel access road) – Gomel (up to Melezha Str.).

    2. The above-mentioned restrictions do not apply to the sections of the Republican motorways, mentioned below:
  • М-3 Minsk – Vitebsk; km 8,6 – km 41; km 87,95 – km 126; km 256,8 – km 263,06;
  • М-5 Minsk – Gomel; km 216 – km 303,208
  • М-10 the Russian Federation border (Selische) – Gomel – Kobrin, km 0 – km190,4; km 320, 3 – km 345;
  • Р-20 Vitebsk – Polotsk– the Lithuanian Republic border (Grigorovschina) km 5,834 – km 35,1;;
  • Р-21 Vitebsk – the Russian Federation border (Liozno), km 5,2 – km 31,797; km 51,8 – km 52,822
  • Р-23 Minsk – Mikashevichi, km 9,29 – km 68;
  • Р-28 Minsk – Molodechno – Naroch, km 10,505 – km 49;
  • Р-33 Retchitsa – Khoiniki, km 0 – km 9;
  • Р-58 Minsk – Kalachi – Myadel, km 8,146 – km 13;
  • З71 Mogilev – Slavgorod, km 11,555 – km 17
  • P-99 Baranovichi – Volkovysk - Pogranichny – Grodno km 47,735 – km 61,347 and km 201,68 – km 209,124;
  • P – 102 Vysokoe – Kamenets – Kobrin km 32,84 – km. 49,465;
  • P-123 Selets (from P-93) – Mostok – Dribin – Gorki km 0 – km 17,969;
  • the access road to Zhlobin from M-5/E 271;
  • the access road to Mogilev from М-8/Е 95;
  • the access road to Gomel from М-8/Е 95;
  • the access road to the Boarding House from M-9;
  • the access road to Gomel from М-10;
  • the access road to Polotsk from Р-20;
  • the access road to Soligorsk from Р-23;
  • the access road to Ostrovets from Р-52;
  • the access road to P-44 Grodno – Rouzhany – Ivatsevichi from P-99.

Subject to the special authorization, permitting the heavy or/and bulky vehicle to drive by the public roads of the Republic of Belarus (further – the special authorization), it is admissible to drive by the Republican motorways the following vehicles exceeding the permitted axle load from 6 t. up to 9 t. during the spring time restrictions:

  • transporting the export goods of the Customs Union’s countries;
  • which had begun to drive from the loading point outside the Republic of Belarus before 15.03.2013 inclusive (subject to the transport documentation, confirming beginning of the transport operation in the above-mention term);

At the same time the seasonal restrictions subject to the special authorization do not apply to the vehicles transporting the goods along the public roads’ sections into the populated areas (from these populated areas) situated within 30 km. inclusive from the Republican motorways, included in the main route

3. The spring-time restrictions are not applied to the motor vehicles and self-propelled vehicles carrying out the transport of the passengers, live animals, medicines, diesel oil, petrol, liquefied gas and motor oil, seeds stock, livestock, flowers, post sending and parcels, perishable goods and humanitarian cargoes, as well as to the vehicles, used for the road maintenance works. These restrictions do not cover the loads intended for prevention of the emergencies or their elimination 4. The restrictions of the vehicles’ single axle load, which should not exceed 6 t., are introduced from 20.05.2013 up to 31.08.2013 (hereinafter called summer time restrictions) for the vehicles driving by the Republican motorways with the bitumen and concrete pavement from 11.00 a.m. up to 09.00 p.m. while the day-time temperature exceeds + 25° С.

The above-mentioned summer restrictions are not applied to the motor vehicles and the self-propelled vehicles, carrying out the transport of the passengers, livestock, flowers, humanitarian cargoes, concrete and bitumen/concrete mixtures, dangerous and perishable goods, seeds stock as well as to the vehicles, used for the road maintenance works. These restrictions do not cover the transport intended for prevention of the emergencies or their elimination
