Temporary restrictions of axle loads of vehicles driving national motorways in Belarus in 2012

Under the Article 19 of the Law of the Republic of Belarus from January 5, 2008 “On the Road Traffic” the Ministry of Transport of the Republic of Belarus by the regulation of February 17, 2012 №10 has enacted to:

1. Introduce temporary restrictions on the axle loads of the vehicles, self-propelled machines on the national public motorways (hereinafter called national motorways):

1.1. from March 20, 2012 till April 20, 2012 (hereinafter called spring time) in accordance with the list of the national motorways (according to the appendix), on which the axle load of the vehicles and self-propelled vehicles is limited during the spring time.

On the other national motorways not included in the above-mentioned list, the maximum axle load on the single axle is 9 tons;

1.2. from May 20, 2012 till August 31, 2012 (hereinafter called summer time) on the national motorways with the asphalt carpet during the daytime (from 11:00 till 21:00) the axle load on the single axle is 6 tons if the daytime temperature is above 25°C.

The restrictions stated in the paragraph 1 subparagraph 1.2. do not apply to the vehicles and self-propelled machines carrying passengers, living animals, flowers, humanitarian aid, concrete mix, asphalt-concrete mix, dangerous goods, perishable goods, seed-stock and do not apply to the transport related to the prevention or elimination of the emergency situations.

2. The subparagraph 1.1. shall not apply to:

2.1. following national motorways:

  • М-1/Е 30 Brest (Kozlovichi) – Minsk – the Russian Federation border (Redki);
  • М-2 Minsk – Minsk National Airport;
  • M-4 Minsk – Mogilev;
  • М-6/Е 28 Minsk – Grodno – Republic of Poland border (Bruzgi);
  • М-7/Е28 Minsk – Oshmyany – the Lithuanian Republic border (Kamenny Log);
  • М-8/Е 95 the Russian Federation border (Ezerische) – Vitebsk – Gomel – the Ukrainian border (Novaya Gouta)
  • М-9 The Minsk ring road;
  • М-11 /Е 85 Lithuanian Republic border (Benyakony) – Lida – Slonim – Byten’;
  • М-12/Е 85 Kobrin – Ukrainian border (Mokrany);
  • Р-1 Minsk – Dzerzhinsk;
  • Р-49 Dymovschina (from the Р-20) – Novka (up to до Р-25);
  • P-52 Gosa (from P-45) – Ostrovets – Oshmyany;
  • Р-131 Kalinkovichi – Mozyr (up to до Р-31);
  • Р-150 Khoutor (from the Gomel access road) – Gomel (up to Melezha Str.).

2.2. following sections of the national motorways:

  • М-3 Minsk – Vitebsk; km 8,6 – km 41; km 87,95 – km 126; km 256,8 – km 263,06;
  • М-5 Minsk – Gomel; km 216 – km 303,208
  • М-10 Russian Federation border (Selische) – Gomel – Kobrin, km 0 – km190,4; km 320, 3 – km 345;
  • Р-20 Vitebsk – Polotsk– the Lithuanian Republic border (Grigorovschina) km 5,834 – km 35,1;;
  • Р-21 Vitebsk - Russian Federation border (Liozno), km 5,2 – km 31,797; km 51,8 – km 52,822
  • Р-23 Minsk – Mikashevichi, km 9,29 – km 80;
  • Р-28 Minsk – Molodechno – Naroch, km 10,505 – km 49;
  • Р-33 Retchitsa – Khoiniki, km 0 – km 9;
  • Р-58 Minsk – Kalachi – Myadel, km 8,146 – km 13;
  • P-99 Baranovichi – Volkovysk - Pogranichny – Grodno km 47,735 – km 61,347 and km 201,68 – km 209,124;
  • P – 102 Vysokoe – Kamenets – Kobrin km 32,84 – km. 49,465;
  • P-123 Selets (from P-93) – Mostok – Dribin – Gorki km 0 – km 17,969;
  • the access road to Zhlobin from M-5/E 271;
  • the access road to Mogilev from М-8/Е 95;
  • the access road to Gomel from М-8/Е 95;
  • the access road to the boarding house from M-9;
  • the access road to Gomel from М-10;
  • the access road to Polotsk from Р-20;
  • the access road to Soligorsk from Р-23;
  • the access road to Ostrovets from Р-52;
  • the access road to P-44 Grodno – Rouzhany – Ivatsevichi from P-99.

2.3. vehicles carrying passengers, medicaments, diesel fuel, benzene, liquefied gas, engine oil, seed stock, living animals, flowers, mail and postal cargo, perishable goods, humanitarian aid; to the transport related to the prevention or elimination of the emergency situations.

3. In the presence of the special authorization the following HGVs and vehicles transporting abnormal goods exceeding the permitted parameters stated in the paragraph 1 subparagraph 1.1. are allowed to drive the national public motorways of the Republic of Belarus:

  • transporting the export goods of the Republic of Belarus’ residents;
  • which had begun to drive from the loading point outside the Republic of Belarus before 20.03.2012 inclusive (subject to the transport documentation, confirming beginning of the transport operation in the above-mention term);
  • transporting the goods into the populated area (from the populated area) situated within 20 km. from the Republican motorways inclusive (from the sections of the Republican motorways), indicated in the Sections 1 and 2 above.
